J&K’s 24×7 Power Plan: Omar Eyes 3GW Energy Leap by 2027

Jammu and Kashmir Chief Minister Omar Abdullah announced that a well-planned initiative is being implemented to provide uninterrupted power supply across the Union Territory. The strategy includes modernizing transmission and distribution systems. Abdullah also mentioned that there has been no major progress in the development of a coal block in Odisha, which was allocated to JKSPDC and NTPC in 2013. Out of the total 396 MT of reserves, 130 MT was assigned to JKSPDC, but challenges have stalled its development. Sharing details in the legislative assembly, Abdullah emphasized that the government is committed to ensuring reliable and affordable electricity. Several new power generation projects are in progress, with completion targets set for 2027-28. These include the Pakal Dul, Kiru, Kwar, and Ratle hydro projects, expected to add over 3,000 MW of capacity. Additionally, projects like Kirthai-I, Dulhasti-II, Bursar, Sawalkote, Uri-I Stage-II, Ujh, and Kirthal-II are also planned for the next decade. The administration is working on diversifying the energy mix by incorporating hydro, thermal, and renewable sources. To enhance power transmission, new grid substations are being set up, with a targeted addition of 2,406 MVA in Jammu and 2,500 MVA in Kashmir. Several existing substations will also undergo renovation. Abdullah highlighted J&K’s potential for solar energy and encouraged rooftop solar installations under the PM Surya Ghar Muft Bijli Yojana. As smart metering expands, improvements in power supply are already visible in certain areas. Regarding the Odisha coal block, Abdullah stated that NTPC withdrew from the joint venture in 2018 due to environmental and accessibility issues. J&K requested an alternative coal block, but the coal ministry declined, citing legal limitations. In another update, he mentioned that an MoU was signed in 2021 between JKSPDC and NHPC for executing major hydro projects under a 40-year agreement. The J&K government will receive 12% free power and other benefits from these projects.
